Periodic re-assertion timer for local AUTOMATIC writers. Ticks at approximately lease/3 to invoke the participant's assertion_sender callback.

One-shot expiry timer. For local MANUAL_* writers it fires liveliness_lost when the app fails to assert in time. For remote writers it flips the writer to not-alive. Unused for local AUTOMATIC writers and for infinite leases.
